Manufactured Housing

Manufactured homes are built as dwelling units of at least 320 square feet in size with a permanent chassis to assure the initial and continued transportability of the home.

The Office of Insurance and Safety Fire Commissioner oversees licensing of Manufactured Housing professionals, monitors and evaluates in-plant performance and issues certification labels, issues permits for each installation and performs random inspections on installations performed by each installer, monitors retailer performance, and handles consumer complaints. Further the office's Manufactured Housing division maintains databases of HUD labels, data plates (compliance certificates), and licensed professionals available for search.

Effective February 15th, 2021, the Office of Insurance and Safety Fire Commissioner along with the Manufactured Housing Division is pleased to announce the release of the NEW OCI Citizenserve Portal. The citizens of Georgia can access OCI Professional Services online to apply for professional licenses, submit permit requests, pay for services and file consumer complaints online.

Manufactured Housing Professionals Licensing and Renewals Fees

Per the 2010 Legislative Session House Bill 1055, annual license fees are as follows:

Installation Permits

Installers must purchase a permit from the Insurance and Safety Fire Commissioner's Office for each new or pre-owned manufactured home installed in Georgia. The cost of each permit is $60.00 and can now be purchased online through the OCI Citizenserve Portal.

HUD Labels

All transportable sections of manufactured homes built in the U.S. after June 15, 1976, must contain a HUD label. The label is the manufacturer's certification that the home section is built in accordance with HUD's construction and safety standards. HUD standards cover body and frame requirements, thermal protection, structural, plumbing, electrical, fire safety and other aspects of the home. They are published in the Code of Federal Regulations at 24 CFR 3280.

Consumer Complaints

The Manufactured Housing Section of the Insurance and Safety Fire Commissioner’s Office regulates the Manufactured Housing Industry in Georgia. If you are experiencing problems, or have issues of concern with your home, and have already contacted the manufacturer, retailer or installer, and the items have not been addressed, we may be able to help you resolve these issues.

Complete ALL sections of the complaint form including a current e-mail address and telephone number.

After completing the form including your signature, click “Submit” on the lower right side of the screen to submit your claim. Once submitted, your claim will be reviewed, and a course of action determined. You will be notified when your complaint is reviewed and kept updated as the process is completed. If an On-Site Inspection is required, you will be contacted by a Field Inspector to schedule the visit.
